Stahl completed this tricky addition and renovation while the building remained open and in use. The addition involved a new third-story and a basement.

Unusual features included recycled money mixed with resin for the seat in the "drunk tank" holding cell, solar pre-heat panels on the south side of the building used to warm the air prior to using gas heat, and recycled plastic for the hand rails on the second floor.
